Adults Applying for their First Passport

When visiting the Passport Office, applicants must present their e-ID card, fill in Form A (section 7 needs to be filled in by a recommender) and have their facial biometric image and fingerprints captured. Form A can be downloaded from this website and applicants need to fill in sections 1, 2, 7 and 9. Section 7 needs to be filled in by a recommender (someone who is graduated from the university with a decree or higher, who must have known him/her for at least two (2) years. The recommender have to stamp the rubber stamp or write in what is graduated or write the warrant number on section 7).

Under normal circumstances, applications are processed within four (4) working days and are collected from the Passport Office. Upon collection, applicants will be required to present their e-ID card and have their fingerprints captured again for authentication reasons.

If the application is not complete, the applicant will be contacted and this may prolong the whole process.

Applicants need to pay the applicable fees in advance and the Passport Office accepts cash, cheques or card payments.

Applications must be submitted in person and the applicant would need to personally collect the new passport, once ready.

Minors Applying for their Passport

Children are no longer included in their parent’s passports and must have their own separate passport. The application for a minor’s passport has to be submitted in person by either one of the parents. The parent calling to submit his/her son’s/daughter’s application must always produce both parents’ original valid Identity Cards. Postal applications are not accepted and will not be processed by the Passport
Office.

The parent’s/tutor’s consent on Section 6 has to be completed for all minor applicants under 18 years of age. The recommender must witness both parents’/tutors’ signatures before adding his/her countersignature in Section 6. The same recommender must also fill in and sign Section 7. (The recommender is someone who is graduated from the university with a decree or higher, who must have known the applicant for at least two (2) years. The recommender have to stamp the rubber stamp or write in what is graduated or write the warrant number on section 7. The recommender cannot be one of the parents in case of minors.)

If both parents are deceased, the tutor/s must sign the consent in Section 7. Any other person claiming tutorship during the lifetime of the parents shall produce the Court Order committing the child/ren to his/her/their tutorship. The original identity card/s of the tutor/s must be presented when submitting the minor’s application. The passport must also be collected by the tutor upon presentation of his/her ID card. The same recommender must also fill in and sign Section 7 of the application form.

If the minor already holds a passport, it must be presented when applying for a new passport. The old passport will be cancelled and returned back to the applicant together with his/her new passport (unless restrictions apply).

A minor’s passport can be collected by either one of the parents who must present his/her e-ID card. If the minor applicant is over 12 years of age, he/she has to accompany his/her parents or guardians to the Passport Office in order to have his/her fingerprints recaptured.

• Children under the age of five (5) years need a recommender to fill in sections 6 and 7. The recommender must also witness both parents’ signatures in his/her presence. The parent/guardian would need to attach two (2) identical passport photos and one (1) of the photos must be signed and endorsed (the recommender has to write: This is a true likeness of (Name and surname of minor) and sign) at the back by the same recommender. The infant is not required to visit the Passport Office.
• Minors aged between six (6) and thirteen (13) years need a recommender to fill in sections 7 and 8. The recommender must also witness both parents’ signatures in his/her presence. The parent/guardian would need to attach one (1) passport photo which should be signed at the back and endorsed (the recommender has to write: This is a true likeness of (Name and surname of minor) and sign) by the same recommender. Minors have to call in person at the Passport Office to have their live facial biometrics captured. Both parents’ original ID Cards have to be presented at the Passports Office. Children aged twelve (12) years and over will also have their fingerprints captured.
• Minors aged between fourteen (14) and fifteen (15) years need a recommender to fill in sections 6 and 7. The recommender must also witness both parents’ signatures in his/her presence. Minors at that age do not need to bring with them a passport photo, but they do need to present their 14+ Maltese ID card. Both parents’ original ID Cards have to be presented at the Passports Office. Minors have to call in person at the Passport Office to have their live facial biometrics, fingerprints and signature captured.
• Minors aged between sixteen (16) and seventeen (17) years need a recommender to fill in sections 6 and 7. The recommender must also witness both parents’ signatures in his/her presence. Minors at that age do not need to bring with them a passport photo, but they do need to present their 16+ Maltese ID card.Both parents’ original ID Cards have to be presented at the Passports Office. Minors have to call in person at the Passport Office to have their live facial biometrics, fingerprints and signature captured.

Note: The recommender must hold a University Degree and has known the applicant for at least two (2) years. The recommender must use a rubber stamp or write the warrant number in Section 7. The recommender can neither be a parent nor a close relative of the applicant.
